Research on "1+1" Model for City Emergency Auxiliary Decision

Based on analyzing the existed characters of city emergency auxiliary decision model,the paper presents a new concept of city emergency knowledge exchange virtual union and then puts forward 1+1 auxiliary decision model.With the analysis of the case common auxiliary decision support system framework and its realization condition,the paper provides a theory support for new model and system development.
