A Discussion on Human Resource Development and Use in Reviewing Manuscripts of Academic Journals

The key to improve the allocation and use of human resouece in reviewing manuscripts lies in the change from the present loose modeto the concentrated one.Editorial department of academic journal must abide by general rules,stick to basic principles choose appropriate technique,and should use inner and exterior human resource of reviewing manuscripts amply.
