This paper proposes a new model for evaluating IP networks' synthetical performance.Combined with the concept of network health and router health, the model gives a collective evaluation on the network, which provides a different view of the network performance.Based on the model,a tool NHES is built to test the China Mobile CNGI Experimenting Network.Experimental results show that the model can evaluate the network performance effectively.
