Current video coding algorithms using single coding technique always exist some disadvantages that can't resolve only by themselves. So far, hybrid fractal and wavelet coding algorithms have not well utilized the statistic characteristic of the wavelet coefficient and the effect of compression are not scalable enough for progressive transmission, either. Therefore, this paper describes the hybrid coding algorithm for motion compensation based on fractal approximation with zerotree characteristic in the wavelet domain. It is prove in the experiment that this coding algorithm is very efficient and can produce fully scalable stream for network video transmission.
