More information may be obtained in monitoring and evaluating waterresources and environment through “3S”techniques.It has been an important technique monitoring and evaluating water resources and environment in China and other countries.A fundamental digital riverbasin information processing model of monitoring and evaluating synthetically water resources and environment is put forward through “3S”techniques and ground test. The theoretical foundation and fundamental principle of the indicators monitoring and evaluating water resources and environment in digital riverbasin are also probed.Indicators monitoring and evaluating water resources and enviroment in Shiyanghe riverbasin was established.The authors analyse the indicators DBMS and builds up the indicators library system monitoring and evaluating water resources and environment in Shiyanghe riverbasin.
