This article first introduced the Emergency Response Multi-Systems’composition,drafted to its existence question,pro-posed intelligence application platform design thought,realized the multi-systems conformity under the IAP,the realization extant each kind of isomerism flows using the system service. The IAP platform combine by the exchange of information platform and the intelligent service platform.The exchange of information platform provides functions message communication,data sharing,resource management,service management.it realizates the multi-system conformity.The intelligent service platform provides service flow man-agement based on the script,then realizate the kinds of isomerism system services worked automated.Through the IAP platform,has realized between each subsystem seamless sharing and the exchange data need,enhanced conformity degree between the system.
