Evaluation Method Based on Cloud Theory and Utility Theory and Its Application in Owner Evaluation

Since human being's cognition is usually fuzzy and objective data is often random,some uncertain factors always exist in the evaluation activities.When people are engaged in evaluation work,an important thing is how to deal with the fuzzy problem and the random problem during the evaluation process.The probability theory is a classical way to cope with the random problem;the fuzzy set theory is specially developed to handle the fuzzy one.The cloud theory based on the traditional fuzzy set theory and the probability theory has potential to solve both of them at the same time,and provides an uncertain transformation model between some qualitative concepts described by natural language terms and some quantitative values distributions.This paper studied how to apply the cloud theory and the utility theory to solve the evaluation problem.It firstly proposed an evaluation method based on the cloudy theory mixing the utility theory and gave the detailed steps of the method.Secondly,it analyzes the owner evaluation problems and takes the general owner evaluation problem as an example to demonstrate how to apply the method above.Finally,from the method steps and the application example above,it concludes that compared with the traditional evaluation methods,the method proposed in this paper not only greatly facilitates the integration evaluation of the quality and the quantity but also provides the information about the credibility of the evaluation result,so it is very suitable and valid to apply the method to solve the owner evaluation problem.
