Evaluation Index for Traffic Congestion Based on Fuzzy Mathematics

Traffic congestion in city is related to the road facilities and the acceptance standard for the congestion from people.The classification for traffic congestion is based on the parameters such as V/C,speed,denstity or queue length,which give some descriptions for the traffic congestion in a degree;however,it does not grasp the nature of the traffic congestion.As a result,the policy for mitigating traffice congestin problem is not practical;and the evaluation method and parameters for the traffic congestion still need more consideration.In this paper,the method for definiting traffic conjestion was reviewed and the problem for the definition was also pointed out.By analyzing the relationship between the traffic parameters and the traffic congestion,the parameters for travel efficiency and low-speed rate were put forward.The traffic congestion level index was obtained by using three parameters of V/C,travel efficiency and low-speed rate based on the fuzzy mathmatics.The index can give better descriptions for the traffic congestion in an objective and comprehensive maner.
