On the Improvement of Copyright Fair Use under the Network Environment

With the rational use of the system,the copyright system maintains the dynamic balance of the pattern of interests.The emergence and development of networks of traditional copyright theory posed a severe challenge;the network environment for fair use of copyright has had an impact.Improving the rational use of copyright in the network context can benefit the improvement of the copyright laws and regulations in the network environment,promote the social development greatly.It proposes to improve the use of copyright and adjust the network environment of copyright fair use scope establish copyright collective management system complying with the interests of balance,fairness and justice,public order and good morals,and other basic principles,and based on a legislative mode of the combination of rule doctrine and the factors doctrine.
