The crime victim survey is an effective way to solve the problem of dark figure in crimes, and to remedy the defects of criminal justice statistics. And it also provides detailed and accurate data for studying crime and victimization. The content , samples , objects , methods, procedures and organs should be specified explicitly in the crime victim survey. Additionally, the administration ,use, and promulgation of the survey documents should be specifically normalized as well , in order to ensure a normal operation of the nation-wide crime victim survey.
