NSS(negotiation support system) was brought into the watershed water resource conflict negotiation in order to deal with the watershed water resource conflicts.Web-based Negotiation Support System for Water Resource Conflict of Watershed was brought forward.Using theories and methods software engineering,the system analysis and frame design was done.WWRCWNSS was a kind of decision support system using information technology,supporting one side or multilateral sides to solve conflicts equitably.It provided a new way to abate the watershed water resource conflict,and enriched the theory of integrated water resources management of watershed and application means.
