Guarantee of GIS data quality

Many government branches are setting up their own GIS applied systems by a huge capital investment in China recently. But, after finished, whether the system can be multi-used and brought into maximum play or not, depends on a whole set of quality guarantee measures dealing with the data's collecting and processing. So, some GIS data guarantee measures should be studied when setting GIS database or determine quality models.
