Analysis and Implementation of Expert System KCExpert

The expert system KCExpert can analyze real-time flood information and assign the different type of disaster to the proper soldiers through adopting the military strategy theory, artificial intelligence technology, realizing optimization combination. In the realization process, this paper applies the expert system developing tool OKPS to keep knowledge base and reasoning machine apart. In this case, it can guarantee the expert system always to update real-time and make this system more reliable and improve the ability to deal with the flood emergency, which greatly decreases the loss.
