Ontology is the foundation of the next Web:Semantic Web,and OWL is defined by W3C for describing ontology.Web is now enormous and growing at a staggering rate. The important thing is how to quickly get the required information, the ontology-based semantic model is a rational standard for the representation, exchange and processing of the information on the Internet. So it is possible to have a complete access to available information. This paper elaborates the concept of ontology, the method of ontology-based semantic modeling and the semantic support of ontology in OWL.Eventually an instance is given with the OWL language.
