Application of Modern IC Technology to Seaman Management

The paper makes analysis on the deficiencies of the procedure in personal and certificate identifying in seaman management and introduces the technique of using fingerprint IC card for the identification. The paper also presents some measures in building the seaman information database and improving the on-spot investigation.
