Basic Conception of the System of the Suggestion of Measurement of Penalty Measurement in China

The system of the suggestion of measurement of penalty measurement has important practical significance.However,no systematic research on this topic has yet been carried out.Thus the operation of the system lacks a theoretical foundation.The principles of the system,its application and subjects should be the basic components in the construction of the system.These components can not only provide a distinct framework of the system but also help solve disputes in the academic circles.
