Humble Opinion on Cultural Innovation in the Civilization of Ruling by Law in China

In recent years,the social management innovation proposes the new requirements to the cultural innovation in the civilization of ruling by law.The author starts with the connotation of the civilization of ruling by law,thinks that the core of the civilization of ruling by law is the protection of civil rights and advocates that the necessity of the innovation in the civilization of ruling by law lies in the imperitive,social management innovation.We must work out a new social management system to meet the marketization and democratization,which means the realization of ruling by law at the law level.The formation and development of the civilization of ruling by law should be fulfilled by reform,absorbtion and reference at the cultural level.The author also puts forward the basic train of thought of cultural innovation from the perspectives of legal publicity,main body consciousness,happiness index,and so on.
