Fast Mode Decision Algorithm for MPEG-2 to H.264 Transcoding

In this paper, the technique for MPEG-2 to H.264 transcoding is presented, which focuses on the fast mode decision algorithm. A fast intra frame mode decision algorithm is proposed based on the SAD value in DCT domain and a fast inter frame mode decision algorithm based on DCT coefficients threshold. The experimental results show that the algorithm can improve coding rate with only a slight amount of PSNR decrease.
