Moving targets passive location can be realized by a fixed single observer using angle, angular velocity and Doppler frequency rate-of-change information. But this method requests high measuring accuracy of angular velocity.Therefor,a single observer passive location method was proposed by using direction of arrival, phase difference rate-of-change,frequency and Doppler frequency rate-of-change in this paper. The analysis and simulation showed that this method avoided the high precise measurement of angular velocity, and reduced the diffculties of parameter measurement. The ranging error was not sensitive to angle and frequency measuring error, and it was evidently affected by the measuring error of phase difference rate-of-change and Doppler frequency rate-of-change.
