Source of problems regarding referee quality and its countermeasures——Based on stakeholder theory and audience's perceptive visual angle

The problem of referee quality is an important one relating with sports sustained development.The paper,with the help of stakeholder theory in management science,discusses referee quality in China from audience's perceptive visual angle.It proposes that management of referee quality is a system project.It is unfair to solely direct spearhead on the referee.The major source of problems lies in the interest imbalance between referees and stakeholders.Therefore,the fundamental solution that balances the interest and promotes the referee quality is to reform the management system and improve the system safeguard.
