Through layered coding to the information, the multimedia information scalalbe coding technique may solve problem which the multimedia information transmits under the different band width environment, but this kind of coding mode does not favor the digital watermark inserting. This paper unifies the encrypting technology and the watermark technology, proposes and realizes one kind of watermark inserting algorithm use in scalabe media layered accessed and controlled. This paper has also analyzed the watermark algorithm principle in scalabe media in details.Besides that, the inserting and extracting procession has given to make the digital watermark. Finally, simulation has carried to exanimate the watermark algorithm reliability and the accuracy.
