In connection with the practical examples of plan workout for offshore oil and gas development projects, the paper describes the concrete modus operandi of workload decomposition, expatiates on the major function and significance of workload decomposition structure in project plan workout and illustrates the practical application. It indicates the existed problems during the workout and implement of project plan and provides the relative improvement proposals.
