Study of Developing C~4ISR Requirements based on Ontology

C4ISR systems are developed for conquering dubious enemies under uncertain environments in the future.C4ISR requirements are complex and special.Different people may comprehend and express them in quite different ways.And nowadays the result of C4ISR requirements development is dissatisfactory.Ontology may solve the problem fitly.Firstly,the paper introduces the advantages which ontology can give.Secondly,the paper analyzes the effects provided that ontology was used in the phases of C4ISR requirements development. And then,an approach for achieving the functions of ontology is designed.Thirdly,the paper presents ontology model in which meta-concepts are modeled in form of frame presentation lastly,the validity of the approach for developing C4ISR requirements based on ontology is analyzed.
