Study on abnormal phenomena for appraisal and awards of achievements in scientific Research

In this paper,the various abnormal phenomena for appraisal and awards of achievements in scientific research are discussed,and the main reasons for the creation of abnormal phenomenon are also analyzed.These main reasons are as follows:unsuitable subject in appraisal work,abuse appraisal system of science and technology,abnormal expert appraisal institution,imperfect supervisal and punishment mechanism for appraisal and awards etc.The main measures are proposed to prevent the phenomena including agency organization system of awards,perfect system for choosing and verifying experts of awards, bilateral blind appraisal system,public show system of appraisal,four levelappraisal methods etc.
