Through analyzing the characteristic and business model of Sinopec Group Shandong Oil IC Card System on ITIL,we design a comprehensive Oil IC Card Maintenance and Management System based on Distributed Architecture and J2EE.It introduces the innovative methods of the quantitative performance evaluation,authority model on dRBAC and test cases.
