The paper states the shortage of original judge's and the necessity to build up the new IT resources argument model based on the analysis of the application of information resources world wide,considering throughout the important factors that can not be ignored such as scale economy weakening,locking on need,black hole in investment and risk and so on.The argument system should be developed basing on the share and conformity benefit and carries on the way of the economy and sustaining growth.
