It' s full of complexity and challenge in budget management of national major science and technology projects.Firstly, the manage mode, flow, complexity are introduced in the paper. Secondly, the author clarifies the three-layer framework of information platform. Finally, the solutions in solving platform criterions, version control, the security of data transfer,data coherence-processing are described.
