Self-organization evolution model of public crisis governance network

The self-organization evolution mechanism of the public crisis governance network was analyzed by means of self-organization theory to study the necessary conditions and impetus of the self-organization evolution of the public crisis governance network.A dynamic model for public crisis governance network was established by applying Logistic models from biology.Computer simulations were conducted on the network based on the model combined by three emergency management agencies.The results indicate that public crisis governance network can receive the steady state by self-organization evolution.The time for emergency management agencies to reach the balance is positively correlated with the initial state and their intrinsic growth rates of them.The scale is positively correlated with the number of emergency management agencies in the public crisis governance network and the largest scale which it relies on its own ability.The scale on which emergency management agencies reach the balance is closely correlated with the competition-cooperation effect coefficient.Thus,self-organization evolution of the public crisis governance network can be accelerated through resources guarantee,multi-participation,information sharing and collaborative governance.
