Through analyzing software cost estimation model COCOMO II, a simple and rapidly applicable software cost estimation method——characteristic comparing method is put forward, which is based on project characteristic. This method not only can support experts estimating software cost at the early period of project, but also can give quite a lot decision support to project management.
