The forest right certificates' management is an important part of the reform of collective forest property right system.Based on the analysis of management situation and demand for forest right certificates,the paper studies the scheme of forest right certification management information system based on GIS,and designs the process model of demand analysis,data model,function module,system structure and development platform.As a result,this kind of design has turned out be better outcomes in practice.
