The design ideas of water conservation information network IP telephone system of Heilongjiang Province and the key technologies of connection between the program-controlled switch and the computer network are discussed,and successfully water conservation information network IP telephone system of Heilongjiang Province is built,which reduce administrative expenses and increase private network utilization.
