E-C is the important part of national economy and information social.Medicine E-C feasibility was analyzed by investigation to medicine E-C actuality.Essentiality of J2EE technology was provided by the analysis of technology actuality.Aimed to study OTC secure transaction on Internet,medicine commerce payment system was designed and developed on basis of J2EE infrastructure.Business logic was implemented by means of EJB components and DB connectivity technology was JDBC.The concrete methods to key technology such as security,language integration were introduced.
