The Institutional Innovation Behavior and Limitation of Administrative Approval System of Local Government

There are action groups(core actors and executors) of different objective function in the process of change of administration approval system.The core actors of local government made use of the institutional device such as administration service center to control the process of change,and took appropriate action tactics,and then broke through the system barriers of entrance under the fragmental administrative approval system,took the initiative of institutional innovation,and promoted the institutional innovation.In order to establish the administrative approval system compatible with the market economic system,the central government should act as a protagonist of institutional innovation and promote a profound political reform,break the existing pattern of interests,but there is a huge uncertainty,its prospect is not optimistic.
