Judging errors and defects by PSC from the perspective of phoneme

It is very complicated to judge errors and defects by means of PSC.The writer of this paper,beginning from the establishment of standard,thinks that,based on the phoneme of Mandarin Chinese and IPA,errors and defects should be judged from the phoneme and non-distinctive features.
