Utility Model Study on Optimizing Operational Proposal of Firefighting & Rescue Command and Decision

Optimizing the operational proposal is an important content in the activity of command and decision.On the basis of establishing optimization index system,an optimization evaluation model of firefighting resume command and decision based utility function is proposed in this paper.The model adopts utility function to calculate the efficiency values of different optimization indexes and carry out comparison of every candidate proposal,and then the optimal proposal is picked out.Case study shows that the model takes full advantage of expert judgment and existing decision-making information,and makes the optimization result more reasonable,impersonal and reliable.
