A critical success factor of information systems deployment depends on a large extent on the ability of systems developers to engineer high-quality requirements. Successful requirements analysis appears to be the understanding not only of what the system under consideration should do, but also why. To capture the purpose of an information system, one needs a mechanism to describe the enterprise in which the system will operate. For conducting early enterprise requirements modeling, a modeling framework was proposed that provided a rigorous conceptual meta-model and that identified constructs to enable capturing the intrinsic characteristics of an enterprise for a corporate information system-to-be. Under the guide of this meta-model, the analyst can model organizational structure and business behavior of enterprise with organizational view and business view, and extract goal model from these two views. This approach makes analyst understand enterprise efficiently and construct goal model easily.
