Relationship between Editors' Qualities and Rejection of Manuscripts

The qualities of sci-tech periodical editors are fully reflected in the letter of manuscript rejection and preliminary reviewing.In light of the diversified reasons of manuscript rejection and the principle of rejecting the manuscripts rather than the authors,this paper points out that,only by enhancing the political,moral,sci-tech and professional qualities of editors can the work of manuscript rejection be done in a satisfactory way and the periodical quality be guaranteed.
