Presents the development procedures of Procurement Bidding Tendering system which is based on Web. It includes the analysis and designs of procurement management system with the requirement, function, the work-flow and data-flow for the consumer. One developing circumstance system is determined, and whole framework of the procurement platform is suggested. The realization of the automatic and electronic procedure for bidding tendering, open sealed tenders, evaluate tenders and decide tenders is obtained. It enables to raise working efficiency for procurement bidding tendering.
