New safe description about encryption and decryption

An information system about encryption and decryption was formally described,with the ideas of not reading over and not writing below about BLP model,and with news concept of encryption intension function. An encryption condition was given out,which made the information system safe all time,and also as a new secure description about encryption and decryption was given.
