Life Circle Management of 13~(th) 5-Year-Plan for Land and Resources Informatization in Perspective of Provincial/Municipal Level—An Example from Guangdong Province

The role and function of 5-Years-Plan for Land and Resources Informatization( LRI) at provincial / municipal level is still uncertain due to causes like lack of recognition of the plan and lack of effective life-cycle management for it. In this article,based on the author's own experiences in compiling and implementation of the plan in recent years,the role and function of the plan and some commonly incurred pitfalls in practice is discussed first,and then by drawing lessons from Unified Process( UP) methodology in modern software industry,a framework for life-cycle management of the plan from inception to elaboration,construction and transition is put forward. Then a case study from Guangdong Province is covered by following the above framework approach which gives out a more promising 13th5-Years-Plan for LRI.
