The time relationship between two inertia systems department becomes t′= t/(β=V/C) in the revision restricted theory of relativity.It is more precise to represent time relationship between two inertia systems with that formula.Take this as a starting point,and then could infer the speed synthesis formula,the quality and speed relation m=m0/(1-β)～(1/2)(β=V/C),the quality and energy relation E=△mCV.As a calculate result,it is increase in possibility of u meson arrive at the sea level.
