According to the present market need, the concept and realization method for the service of moving the telephone without changing telephone numbers is introduced in the paper. Because this service had implemented over the intelligent networks, the concept of intelligent networks is described especially. It also presents the key point and existing shortcomings of the service which had moved the telephone without moving telephone numbers.
