On the Construction of Government Warning Mechanism

The construction of government warning mechanism is not only the result of public policy,but also the obligation of a service-oriented government.Therefore,government should improve crisis management institutes and clarify the responsibilities of them.Government should also make flexible public crisis warning plans,which include crisis information gathering subsystem,information evaluation subsystem,information monitoring subsystem,early warning and forecast subsystem,information disclosure subsystem and government decision subsystem,etc.
