Case-based Reasoning and Rule-based Reasoning for Emergency Preparedness Information System

In this paper,two artificial intelligence techniques,case-based reasoning(CBR) and rule-based reasoning(RBR),learning from other's strong points to offset its weakness,are combined and applied to the system designing process of emergency preparedness information system.Then,the system architecture and its working flow are introduced,and some primary techniques for realizing it,for example,case representation,case storage structure,case retrieval,case adaptation and system learning,are conceived and discussed.
