Goal-oriented requirement analysis method is a hotspot in Requirement Engineering research. The urgent affair of goal modeling is to classify goals systematically and integrally.A framework was proposed for classifying goals,in which a goal could be classified as operational or non-operational,hard or soft, and achievable or maintainable. These three classifications are independent to application domain and can play different roles in modeling by complementing each other. In addition,a modeling algorithm is introduced, which can perform well to guide goal modeling in practice.
