The Chongqing Municipality can innovate the network management legal system in the following aspects: to integrat network management law enforcement organizations,to establish a unified network management law enforcement agency;to set up the Advisory Committee of Chongqing internet development which can provide advice and recommendations to law enforcement agency,to accelerate the innovation of Chongqing Internet industry self-regulatory mechanism,to build the government-industry partnership,to take the lead in building network management mechanism of social participation and social cooperation,and to introduce Chongqing network management Regulation.As for real name registration,because of the complex of its consequence,in-depth study should be made.Without sufficient study and analysis,the implementation of real name registration should be suspended.
