Sci-tech journal editor's triple-reading on contributions

In order to ensure and enhance the efficiency and quality of initial paper-reading,a suggestion of sci-tech journal editor's triple-reading is proposed: the first reading focuses on paper's standardization,the second on academic level and the third on overall quality.
