In this paper,we exploit the fact that users contending for the wireless medium will have different transmission cost, and present a fairly scheduling scheme FSNC.FSNC adopts NC-aware scheduling while maintaining statistical short and long term fairness.FSNC makes scheduling policy based on the ARQ feedback message from users.Theoretic analysis and simulation results prove that FSNC can provide service time fairness while improving the expected good for each user in multiuser diversity system.
