To satisfy the requirement of high location speed and stability,an algorithm for 3-D moving emitter passive location and tracking using measurements of time of arrival (TOA),direction of arrival (DOA) and azimuth angle changing rate by single non-moving observer is given in this paper.Based on the kinematics theory, this algorithm takes full advantage of the spatially and temporally changing information of the measurements from the emitter, and has high convergence speed and stability,so it's of great practicability. Finally, the computer simulation results are presented.
