Security is a state without danger.Being free of danger is the specific attribute of security.Security concept is the general and fundamental view of security.The author tries to safety in the basic concept and safe social value as the breakthrough point,through the destiny security concept,mandate security concept,system security concept and comprehensive security concept,such four basic modes of evolution analysis,explaining the integration of security concept is the product of the era development,is the highest level,the development outlook of scientific development is adapt to the security view,reveal safety revolves around the value of life and sports.safe social value people-oriented is to recognize the outlook of foundation.The author also revealed that:the social value of security is the foundation to understand security;the security concept is the key point to realize the value of life and life values is the core content of security concept.
